Tom Ginsburg International Courts and Democratic Backsliding

A long line of literature assumes that international commitments can help to “lock in” democracy by helping to protect rights and political participation. How have international institutions actually fared in this regard? My answer is not very well. This should force us to revisit our theory about the reason states enter into international commitments in the first place.
